The Institute of Community Empowerment and Research (ICER) is a community-based, action-oriented institute committed to building sustainable, resilient, and inclusive communities through empowerment, research, and education. As a sister concern of the Community Social Work Practice and Development Foundation (CSWPD Foundation), ICER works at the intersection of social development, mental well-being, and capacity building to create lasting positive change.

ICER was born in 2017 as an extension of CSWPD, under the leadership of social worker Md. Habibur Rahman, the founder of CSWPD. What began as an initiative for research, training, publications, and student counseling soon evolved into a dedicated institute addressing wider community challenges.

Over the years, ICER has grown under the guidance of Dr. Abu Jamil Faisel, Chief Management Director (CMD), whose vision and leadership further expanded ICER’s role in public health, community empowerment, and social development. Today, ICER is recognized for its efforts to strengthen communities, promote mental health, and uplift marginalized groups, while also working to establish social work as a recognized profession in Bangladesh.

  • ✔ Conducted 100+ sessions on respiratory exercises, yoga, and meditation—benefiting students, teachers, and professionals across Bangladesh.

  • ✔ Advocated for the rights and empowerment of women, children, transgender communities, and other disadvantaged groups.

It is my great honor to welcome you to the Institute of Community Empowerment and Research (ICER).

When ICER was founded, our vision was simple yet powerful: to empower communities by addressing their real challenges, building resilience, and creating opportunities for all—especially for those who are often left behind. Over the years, we have worked tirelessly to promote mental well-being, social development, and education, while encouraging people to embrace healthier, more sustainable lifestyles.

Our initiatives—from capacity-building programs and student counseling to mental health awareness, creative healing, and study abroad services—reflect our belief that true development must be holistic. Every person, regardless of background, deserves dignity, hope, and the chance to achieve their fullest potential.
